Oh, I just noticed, step 6 should have an additional note about Windows 
NT/XP/2000:

6) Likewise add the line 'set MINGDIR=C:\dev-cpp' to your
       'c:\autoexec.bat'.
    If you use Windows NT (which includes 2000 and XP) then open the
    Control Panel, and click the 'System' applet, then the 'Advanced'
    tab, and finally the 'Environment' button. Under 'SYSTEM VARIABLES'
    or 'USER VARIABLES', select 'NEW', then enter 'MINGDIR' under
    Variable Name, and 'C:\Dev-Cpp' under Variable Value.
