Smacker can "create" animations (smk/flc) from a list of graphic files, so all you really need is Smacker, POV-Ray (for your 3D animations) and a paint program (for 2D stuff), all of which are free. You might be able to find better programs, but you'll amost certainly have to pay for them. I figured this individual was after more than a conversion tool. But as you said, it can convert a series of images to a flc file.. but they'll still need a good animation package to create the images.
