I cleaned up the AgentID class a few weeks ago, the code that was in the constructor is now in:

com.agentfactory.platform.util.FIPAHelper

This class should be used as follows:

FIPAHelper.fromFIPASL(FIPAContent.newInstance(data))
I just updated the Architecture / Interpreter guide to reflect this
