#166 Fix Hermes workspace skill discovery

Summary

• register /workspace/skills as a Hermes external Skill directory
• add a GivenPy real-image contract covering materialization, skills_list, and skill_view
• run the contract when Hermes runtime-facing files change
• synchronize the runtime and Skill documentation

Root cause

Agent Barn materialized assigned Skills beneath /workspace/skills, while Hermes only discovered its native $HERMES_HOME/skills tree (/opt/data/skills). The PVC made the files visible at /opt/data/workspace/skills, but that is still not a Hermes discovery root.

Verification

• reproduced before the fix: Skill files existed at both workspace paths while skills_list returned an empty list
• real-image contract passes against nousresearch/hermes-agent:v2026.8.19
• make check-api
• focused Hermes builder and Agent-start tests: 5 passed
