#563 make field "Bundesland"/province depending on field Country

we should find a way to make the field "Bundesland" depending on the Country of a member.
this would help, if you have e.g.: one member in DE and one in AT -> every country has his own provinces, but we have just one field to enter them.

my first ideat is to have an Table where we can manage entries for dropdown lists:

ID
ListID
SearchParam
ListEntry

so we can for example but this in the list:

1 1 DEU Bayern
2 1 DEU Baden-Württemberg
3 1 AT Salzburg
4 1 AT Oberösterreich
5 2 male.png|Männlich
6 2 female.png|Weiblich

and in the profile field we just link to the ListID.

PS: maybe we can also include the different "countries_xx.xml" to this table
