#1062 Add the Reference ,FieldLength, Reference Value

Currently the application dictionary elements are used as a centralized dictionary translations, but could be used to determine default values ​​for a column such as (Reference ,FieldLength, Reference Value). This enhancement implements these fields within the window element that will be used to set defaults for a new column.

This adds new column(Reference, FieldLength, Reference Value) to the table AD_Element and a callout which allows setting the values ​​from the element for a new column.
