STS009 - Start Workflow - Cycle 9 - Step 4

In this cycle we have two documents, both have a three stage lifecycle attached to them on import into the docbase:
pdf-test.pdf & pdf-test2.pdf
The script indicates that the PSI owner should have the following permissions for each doc:
• pdf-test.pdf
• WRITE
• CHANGE_STATE
• pdf-test2.pdf
• RELATE
Step 2: Passes, the PDF is created and the workflow documents are attaches
Step 3: Passes, you are redirected to the review tab, PSI is displayed on the right
Step 3.5: Passes, you see Form Properties, Form Actions, Workflow Properties & Workflow Actions
Step 4: After you click 'Start Approval Route' you are supposed to be informed that pdf-test2.pdf cannot be routed because the user does not have permissions to start the workflow. pdf-test.pdf should not have any errors attached to it. -- HOWEVER the result is that the workflow starts and you are presented with the "Route Started" screen.
