#287 PSI not deleting on first exit

When psi.delete.on.first.exit property set to "true", the PSI does not delete and appears in the list of available PSIs. This should not be president in the list of available PSIs.

I fixed this for Abbott and in the core... in user_question_flow_flex.js we just weren't passing through the newQF=" + form.newQF.value
