#266 Cannot remove all form links
When you create a page set instance with a link to the non-default location. if you go into the page set and trry and edit the form to remove the links- if you remove all the links when you hit finish none of the links will be removed. If you leave one link in, all the other links will be removed. Logic to unlink is only called if there are links to add to the page set- so if no lnks are being added, the unlink logoc is never called (see DctmLinkFormAction#linkForm). This is easy to replicate using TS Link Form.
