[ACPI] Make CONFIG_ACPI_BOOT optional

Hi!

This makes CONFIG_ACPI_BOOT optional. Omnibook xe3 will not boot with
CONFIG_ACPI_BOOT, interesting parts are done before blacklist has
chance to stop it...
