#33 Different way to access the program settings

Instead of the Tools menu with "Settings" as the only item:

-Add "Settings" menu

Items:
---General: (containing "General" "Auto Update" and "Network" tabs)
---Chat Settings: (containing "Colors", "Misc")
---Filesharing Settings
---Notification Settings: "Bubbles", "Windows", "Sounds"
