#2 UTF8 filename support

This patch, which should be applied in the OM directory
will enable the use of UTF8 filenames, in a locale
independent manner, when using the Schemasoft storage
library.

Note that a patched version of the SS library is needed
as well to make this work. Contact me if you need this
(ian at metaglue dot com), I can supply it for some
platforms.

As well as the p[atch there are tow files utf8.cpp and
utf8.h which should be also added to the OM directory
pro tem.

It is the intention to make this code avaialbe in a
separate library so that it can more generally avaiable.

Note that some of the tests and examples have code that
does not use the new conversion routines.

i have create a test application, whihc again I have
not posed, based on the comfilekindtest library in
order to prove the code. That is also availble for
those that want it, or I may post it here if there is
demand .
