I had a general question. If there are changes to frameworks_base, would those changes have to be released? I'm specifically looking for the changes that Motorola made to telephony/RIL. I'm unaware of how the licensing works for the Android source. I know the kernel is GPL, but isn't Android under an Apache license, which is compatible with the GPL, right?
