Indeed you'll probably get much better help on the mailing lists of the package itself. There are usually more users active than on the Gnuwin32 lists and forums.

According to page 6 of the document "tbl - A program to Format Tables" by M.E. Lesk, tbl is supposed to handle:-

Actually, it's handle by the ms layout macros.
How do I get this to work? I keep getting:-

...:2: giving up on this table
