...The good news is that a fork of the project was made back in 2012 called PHPNetemGUI2, which is also on Sourceforge and is more up to date. Also, another project on Sourceforge called "wanem" (Short for WAN Emulator) is based on the code from PHPNetemGUI. It's a Live CD based network emulator.
