It allows you to easily add and modify any combination of network emulation rules such as packet delay, loss, duplication and bandwidth control. UPDATE: I finally got round to uploading the two most recent versions, v0.9 and v0.10. Version 0.9 was the last actual release, whereas version 0.10 was never quite finished.
