...Development on it stopped back in 2005. Linux and PHP have moved on a long way since then. It will not work on modern systems. The good news is that a fork of the project was made back in 2012 called PHPNetemGUI2, which is also on Sourceforge and is more up to date. Also, another project on Sourceforge called "wanem" (Short for WAN Emulator) is based on the code from PHPNetemGUI.
