Doxygen is a JavaDoc like documentation system for C++, C, Java and IDL.

Natural Docs is an open-source documentation generator for multiple programming languages. You document your code in a natural syntax that reads like plain English. Natural Docs then scans your code and builds high-quality HTML documentation from it. SourceForge houses the source code and issue database for the old Perl version of Natural Docs, version 1.52. It is still available but no longer being updated. Please see NaturalDocs.org for the 2.x source code and issue database. However, you can still download the both the old and the new 2.x releases of Natural Docs here.

DocFX can produce documentation from source code (including C#, F#, Visual Basic, REST, JavaScript, Java, Python and TypeScript) as well as raw Markdown files. DocFX can run on Linux, macOS, and Windows. The generated static website can be deployed to any host such as GitHub Pages or Azure Websites with no additional configuration. DocFX provides a flexible way to customize templates and themes. DocFX makes it extremely easy to generate your developer hub with a landing page, API reference, and conceptual documentation, from a variety of sources. DocFX builds a static HTML website from your source code and Markdown files, which can be easily hosted on any webserver (for example, github.io). Also, DocFX provides you the flexibility to customize the layout and style of your website through templates. A tool to generate compiled help files (CHM) and Java Help files from MS Word or HTML files. It splits the document on different topics pages by the "titles" sections. It can too generate a web site, a PDF and a XPS with the help content.

Xml2Pdf is a small utility that allows converting xml files into pdf. This is not a generic converter but rather a set of 3 specific converters: DVD, comics, and fables. The convertions are made using the iTextSharp library.

NDoc is an extensible code documentation generation tool for .NET developers.

Resx Editor is a small translation-oriented file editor for Microsoft RESX 2.0 files. Resx Editor is designed for professional translators (include a word count feature).

Decision Table Creator is a tool to create/edit/export decision tables. Tables can be checked on consistency and completeness. The resulting table can be copied to the clipboard to incorporate it in Word, Excel or PowerPoint. Plans exist to extend to multi value decisions. Please request for this or other extensions so I got an idea of the need for this.

AddHeaderToCS is a command line tool, that adds header to files (to .cs files by default) in current directory and all sub-directories. For an example, you can add copiright header to all your source .cs files.
