Doxygen is a JavaDoc like documentation system for C++, C, Java and IDL.

DocFX can produce documentation from source code (including C#, F#, Visual Basic, REST, JavaScript, Java, Python and TypeScript) as well as raw Markdown files. DocFX can run on Linux, macOS, and Windows. The generated static website can be deployed to any host such as GitHub Pages or Azure Websites with no additional configuration. DocFX provides a flexible way to customize templates and themes. A tool to generate compiled help files (CHM) and Java Help files from MS Word or HTML files. It splits the document on different topics pages by the "titles" sections. It can too generate a web site, a PDF and a XPS with the help content.

Natural Docs is an open-source documentation generator for multiple programming languages. You document your code in a natural syntax that reads like plain English. Natural Docs then scans your code and builds high-quality HTML documentation from it. SourceForge houses the source code and issue database for the old Perl version of Natural Docs, version 1.52. Xml2Pdf is a small utility that allows converting xml files into pdf. This is not a generic converter but rather a set of 3 specific converters: DVD, comics, and fables. The convertions are made using the iTextSharp library.

LazDoc is a utility that parses Laszlo (http://www.openlaszlo.org/) source code and generates documentation, much like NDoc or JDoc.

Decision Table Creator is a tool to create/edit/export decision tables. Tables can be checked on consistency and completeness. The resulting table can be copied to the clipboard to incorporate it in Word, Excel or PowerPoint. Plans exist to extend to multi value decisions.
