ACME is a free cross assembler released under the GNU GPL. It can produce code for the following processors: 6502, 6510 (including illegal opcodes), 65c02 and 65816. While I may have started with Linux 0.11, I've expanded this to include several older relases of the Linux kernel that you can cross compile from Windows, and run on Qemu.
