    Cross compiling environment to DJGPP v2

    Win32 hosted tools to cross compile to DJGPP v2 (CWSDPMI) for MS-DOS. The primary reason is to be able to cross compile Allegro 3.12 using GCC 2.7.2.3 & Binutils 2.8.1. Later versions of GCC / Binutils are unable to build Allegro which leads to people either compiling on DOSBox which is incredibly slow, or just giving up all together.
