libgretl for MS SDK

This project is closely related to gretl (https://gretl.sourceforge.net) and aims to provide a C/C++ stack for linking code against libgretl on MS Windows natively (i.e., using the MS SDK). Currently, only LLVM compilers are supported, though support for MS cl.exe is in progress. If you have any questions or comments, feel free to contact me at marcin(at)gretlconference(dot)org.
