What Outline Manager does for you

Outline Manager is a free desktop application that lets you deploy and control your own VPN server. Created as an open-source project by Jigsaw, it shifts the usual VPN model by giving you direct ownership of the server that handles your internet traffic. The tooling uses a specialized connection protocol designed to make servers harder for censors to detect and block, and the suite does not retain logs of your browsing activity.

How to get started

Follow these general steps to begin running your own Outline server:

1. Install the Manager application on your computer.
2. Launch the Manager and pick a hosting option to create a server.
3. Complete the guided setup flow that walks you through provisioning.
4. Use the Manager interface to run and supervise the server you created.
5. Create access keys to link devices and share access as needed.

Choosing a hosting provider

Outline supports deploying servers on a number of reputable cloud platforms or on your own Linux machines. Common provider choices include:

• Google Cloud Platform
• Amazon Web Services (AWS)
• DigitalOcean

Keep in mind that many providers charge on a monthly or shorter billing cycle. If you already maintain Linux infrastructure, you can also install and run the server there instead of using a cloud host.

Controlling location and access

After your server is live, the Manager lets you route traffic through the region you prefer — for example, Singapore, Germany, or the United States. The app also generates access keys (unique connection tokens) to add devices or share limited access with others. These keys are what the Outline Client uses to connect to your server.

Benefits and limitations

Benefits:

• Full control over the server handling your traffic.
• No traffic logs stored by Outline itself.
• Protocol design aimed at reducing detection and blocking.

Limitations:

• Running your own server may not provide the same level of anonymity as large commercial VPN services that operate distributed exit networks.
• Hosting costs and management responsibilities fall to you when using cloud providers or self-hosting.
