Confront Renowned Historical Leaders

The opponent AIs are modeled on real-world rulers, each programmed with distinct priorities and tendencies you must learn to exploit or avoid.

• Montezuma — often driven by competitiveness and regional dominance, watch for aggressive moves.
• Cleopatra — favors diplomatic influence and economic leverage; she may pursue gains through trade and alliances.
• Queen Victoria — can be expansion-minded and interested in empire-building, especially in later eras.
• Teddy Roosevelt — balances diplomacy and military strength, sometimes defending continents he considers his sphere.

Why Opponent Agendas Matter

Unlike some earlier entries, Civilization VI gives each AI leader explicit agendas and goals. These personal objectives make interactions less predictable: recognizing a leader’s priorities helps you anticipate betrayals, spot opportunities for cooperation, and tailor strategies to counter specific threats.
