Change to maven's POM so that the localization resources are embedded within the produced binary

main pom : the jboss repository was removed from the pom as it is no longer available (403 error). Instead it is recommended to use jboss' public repo
libraries pom : added the persistence module as per JIRA 52
persistence pom : added a dependency to the AIR API

modified c3_0s repository to use http (no authentication required) as opposed to https as it was causing issues with maven when trying to download dependencies
