* the classes that were suffixed and prefixed Test that were not FlexUnit TestCase were renamed :
** PopUpBaseTest.as --> PopUpBaseTestable.as
** TestItem.as --> Item.as
* [Test] metadata was added when necessary

But there are still failing test with the observer library :

Navigation: Added missing test runner SWC for test project.

Integration: Fix unit test on LocalConnection integration. General: Added html template folders for unit test runners and samples.

Adding a reset method to cleanup existing subscribers/validators when swapping the VO

* removed unnecessary locales instructions
* removed the popup/PopUpFactoryTest.as (as part of flex3 support drop) to fix the unit test
* added the txi internal repo to enable transparent integrationDMS build at least internally
* added the header.txt in libraries/src/conf to allow license check to work on atomic library builds

Popup: PopUpFactory was removed in dropped support of Flex 3. This commit updates the Test project bc of the change.
