The Headless SourceMan

I just did a fresh install of 2.14 on windows 11 x64 I try to run cppcheckgui.exe it takes a long time and then gives me the attached message box. I try to run cppcheckgui.exe or even cppcheck.exe and it says only "Access is denied." That's it. It gives no information about what it is trying to access even. I was taking a wild guess that it may have been trying to write to something in the program files directory (bad etiquette, but common), so I tried enabling write access to the cppcheck install...
