Diagnostic :
When creating a Silverlight Web Project with the Visual Studio template, we get a Silverlight Application + a Web Application based on IIS / ASP.NET
The SL2 SDK cannot compile the Web Application (Silverlight Tools for Visual Studio are required)
To remove the dependency with Visual Studio, we have to stick to SL2 SDK only.
Long term solution :
We need to provide XAP deploym.
