AFIAK that method is only used on css stuff that is supposed to have metric values? Please provide example in which case it's not.
If you are using it outside of XMLWorker, you are responsible for the usage.

This will not be possible since as far as I know NoNewLineParagraph is only in XMLWorker and Itext itself does not depend on XMLWorker.
