If you are talking about the default ini file format then, yes, it is case-insensitive just as the specification of ini-file fomrat says. The rules are simple:
1. A section can only appear once
2. A name (the part before the = sign) can only appear once in each section
3. Sections and names are case-insensitive
So it is not a bug, it's the way it is supposed to work
