It seems that the flow-index.jsp gets cached by
XmlDocumentCache and therfore it is never actually
called for updates by the worklist. I see lines like this
in my logs:

openwfe.org.xml.XmlDocumentCache - cloneDoc() (cs8)
took 1 ms for http://localhost:7079/flow-index.jsp
