Both wildcard expansion and argument parsing is handled by the win32 C runtime (I think that's msvcrt.dll), and this handling should be compatible with other windows programs.
There may be some special rules if you need both quoting (for spaces) and wildcard expansion, but I'm no expert - maybe someone else (in the forums) knows more.

I'd guess that adding a /lib64 symlink should work. Otherwise you have to setup some chroot environment or compile from source.

FYI, there are currently no plans to enhance --exact beyond what's implemented in UPX 3.02. This has both technical (high impact on source code) and political (e.g. Anti-Virus vendor support) reasons.
Authors who really care about byte-identical versions should use the one-time compress-decompress workaround mentioned in the docs.
