Because a sender can delete circulations from other sender, I think that is a good idea to have a recycle bin and only an administrator will can delete a circulation completely.
This should be similarly to "Archive circulation".

I want to limit users and don't let them to view all circulations. For those with "read-only" access level, I want to let them to see only circulations where they are part of it. I mean, a user must see a circulation only if he are a receiver or sender.

Hello,
When a circulation is started, it can be stopped or declined.
When it is restarted I can change attachments, description and so on, but i can't change the mailing list.
A circulation can be declined because another person (which isn't a recipient) didn't approve the circulation (of course, he can't approve because isn't a recipient (in mailing list)).

I made a circulation with one attachment and it seems that the attachment isn't appear in Circulation Details.
Solution:
edit file lib/viewutils.inc.php
replace line 23
original:
$strFileName = basename($arrRow['strPath']);
fixed:
$strFileName = basename($strPath);.
