/names does not show @ and + at once, so a user with @
and + will only be shown as @ in /names. Many IRC
clients (XChat, mIRC, BitchX) will not report a user as
being voiced in the following case:
1) Join a channel where somenick is opped and voiced
2) somenick is deopped
3) somenick now appears in the nicklist not being voiced
It is strange to see this in moderated channels. But I...

I have verified this bug also occurs under Linux Linux on
XChat 2.4.1.

Client 1: Join channel
Client 2: Join Channel
Client 1: +v client 2, +o client 2
Client 2: Kick client 1
Client 1: Rejoin
Client 2: -o Client 2
It then appears that Client 2 is not voiced, although
it is.
Even joining a channel where a user is +ov, and then
-o'ing them will show no +v
I've done this in Windows on 2.0.10, but imagine the
same would happen under Linux.
