The bug occures for every item in the layermenu, if opened via a layerbutton. It works fine, if the layermenu is opened via the main menu or opening the layer property dialog direct.
The bug will be fixed with the next release.

I am not able to see any difference in the performance between platforms. Of cause the snapping function may slow down it, especially if you have huge designs or use the snap to intersection. Is there also a lag, if you disable all snapping?.

To make the installation process more reliable some rearrangements were made, which make the old installation files obsolete. In details:
Windows:
A new installer (using the windows installer (*.msi)) has been completed. The source (a XML file) which allows to generate the installer (together with the WiX-tools) will be shiped with the next release.
Linux:
For the installations of menu...
