For internation cities, like:
http://www.weather.com/outlook/travel/businesstraveler/local/NLXX0013?from=search_city
There is a link labeled "Original Satellite Map" under the satellite image on the main page, that links to a URL of the form:

It would be great if you could give me some more details so that I can reproduce the problem. What city are you using? Is the problem with Weather.com? Is your internet connection working?.

Also:
Leiden, Netherlands
Hamburg, Germany
Moscow, Russia
(and more, I assume).
Please post if you know of a US city for which radar isn't displayed. Thanks!

Hi Antonio,
What city are you viewing that doesn't have radar? Have you enabled the radar image in the "Weather Items" for your city?
Joe.

Thanks for the bug report.
As of Leopard, the logging mechanisms for Cocoa have changed. With previous versions of Mac OS X, the NSLog(...) function wrote to standard error. This was redirected to the file ~/Library/Logs/Meteo.log. With Leopard, this is no longer the case.
I am evaluating which mechanism to replace NSLog is the best.

Hi Niels,
You are correct that it will be nearly impossible to accomplish localization of the weather strings with version 1.4.x code. I built much more localization into version 2.0 in hopes of doing this.
