For Special update, TortoiseCVS fails to parse date since the date is badly fomatted in the Special update dialog because of i18n.
1. Install TortoiseCVS in another language than English.
2. Checkout a CVS project
3. Rigth-click on a folder
4 Click on CVS -> Special update...
5. Check "Extract by date/time"
6. Select a date (let's say two days ago) (Screenshot 1)
7. Click OK
-> cvs...
