The Bookshelf Folders configuaration dialog shows the location of the config file. What's that for you, and what it includes? (It should be only couple of lines so you can paste it here.)
And please clarify, is the problem with any path you add or just All Users? Can you uninstall and delete everything, including modules and their folders, and start from scratch to see if the problem...

This is probably a bug in Qt. I remember stucking in a similar situation. After you have get to a state where it SHOULD be non-fullscreen, can you open the Windows window menu, Resize, grab a corner of the window and resize? IIRC the window was actually in non-fullscreen state even though it didn't work correctly.
Developer note: we have to verify this under all Windows platforms and disable...

The second problem (in your second post) is probably due to a known bug which I recently reported here, namely that adding or removing paths isn't reflected in the backend and therefore in the bookshelf.
About the first problem: did you check if the modules were installed at all in the filesystem? Did quitting/starting BibleTime help?.

Thanks for the update. After 2.3 problems with key chooser have been fixed and this was probably related. I mark this as fixed. If it can't be reproduced, this will be closed.

Adding or removing install destination paths doesn't update the bookshelf (iactually the backend). The bookshelf is reloaded but the paths are not updated. Only restarting the app helps. I have a feeling we have fixied this once, but it doesn't work.
