I should add, it's unlikely this is a BugTracker.NET specific error.
Try browsing "hello.aspx", like this, or something like this:
http://localhost/btnet/hello.aspx
If that doesn't work, maybe your webserver doesn't even know about ASP.NET.

Too many possibilities.... Maybe check Event Viewer, google the EXACT text of any error messages you see, use firefox, so that you don't see the IE "friendly" errors. Launch the browser on the server itself. etc...

Check whether you can login "by hand" as "email", using password "x". Maybe user "email" isn't set to "active"?.
