Hi!
This seems to be a problem of the rxtx-library. You could try with java 1.6, maybe this helps. I do not think, that using another java application that uses rxtx could communicate with the built in gps. Have you got another app to test with?

Well makes sense. But I think, such a system is highly dangerous! In some (rare) circumstances, it might be necessary to drive faster than the speed limit allows: think of overtaking a car and you realize, that another car is coming towards you. Two choices: break or accelerate.
I would not want that my car overrides my decision to accelerate and limits my speed when I need it!
