3 header files are missing from rsyncwin32-0.0.1.zip
dummypwd.h
rsync.h
dirent.h
And that prevent sucessful compiling.
Otherwise I checked given rsync.exe and it worked with one old AIX rsyncd and one new Windows rsyncd server.
--stats didn't show statistics but it transfered delta of two files.
I checked it with --bwlimit=200 on local network.
Looks very promising...
