Changed f0 to f0b in the call to mept162 in decode.f90 to correct a reporting bug that resulted in f0 being reported for spots even though f0 was changed after the audio was captured.

Initial frequency hopping support. To enable, add a file hopping.txt to the WSPR directory. Without this file, the code should behave exactly the same as the no-hopping WSPR.

A global hopping checkbox on the main panel. It is disabled unless one of the bands is checked in the hopping panel, and it gets unset if you uncheck the last band there. I also deleted an emply label lab03 in the main panel that was not used for anything and was messing up the "upload spots" once I moved it to the left.

It seems that wspr.py was not committed with the rest, for frequency hopping. I also added a printout to show on the command window to which frequency we hop.

Initial support for band labels in the spectrum display. Right now they behave sort of like the time labels, except that we don't update them when reading from a file.
