    I don't have such experience, my teammates are done this couple of times. But I guess I could try if nobody wants =) AFAIR there are a script and problems could be only if repo has a giant size and/or has binaries files.

    It's all about community and the convenience. Community (discussions) works fine in SF. File storage I guess is fine too. But SVN is to inconvenient for modern developers and development processes. You can't just fork a personal copy for some experiments or patch development, which can be easily synchronized with origin repo(and branches, and remote repo storage and so on). Maybe some young colleagues doesn't have an experience with SVN and, frankly saying, sending patches in attachments is a quite...

    If anyone could post modifications the project would probably reach an unrecoverble broken state shortly. Only repo owners can merge patches(pull requests) to a master branch (if you afraid of a permissions) We are talking about a very complex piece of software. In particular the cpu stuff is extremely complex and only a domain expert can understand if some code is really ok. Experts can make mistakes too (and I faced with it in this project). We should practice unit testing.
