Someone that uses Win 10 will have to jump in here, but my first thought is perhaps you're trying to save to a protected folder. Have you tried saving to outside the usual Windows folders, like another drive/partition?
Without more information of how your project is designed, it's difficult to determine what is causing your issue. What you describe sounds similar to looping a still image menu. Without having something to wait for (video or audio clip, or some sort of menu object animation), looping a still image will cycle so fast that it will frequently take a few seconds to finally recognize user input. Attaching your project file (.dvds) would be helpful to sort out your issue if what I described isn't the case...
