This patch against tclmisc.c is to allow ns_uuencode to
encode binary content as used by OpenACS. It includes
fixes for the problems I reported against the older patch.

What abot character-encoding issues?
You're taking the byte-rep of the string which
may be something different, right?
Don't you need to provide the reverse logic
in uudecode part?

I'm not that familiar with character-encoding issues and it
has been a while since I've looked at this patch. It was a
mostly an edit of patch #474259 which had some bugs. I
would not be surprised if the reverse logic is necessary in
ns_uudecode. Do you have suggestions on how I should test this?
