Patch for feature request 1821598 (Support I18N for guessing).

I have implemented a new option (--lang) which supports switching of the locale of geonames.org. For example try --lang=de to switch to german output of the country/city/state. The type of the accepted codes are the two letter ISO-3166-1 codes.

Sounds cool. I'll try it out and check it in. Thanks a lot. What about default? Does this only work with two-letter country codes? Wouldn't it be nice just to use the $LANG environment variable, which is on my system de_DE.UTF-8?
