Can you and Mark unify the oboedit and phenote ontology fetching and caching mechanism. This would be immensely useful for the cross-product stuff

Requirements:

* Fetching ontologies from URLs should be cached locally, if requested
* Saving the ontology should recreate the imports statements, if requested
* Classes in imported ontologies should be imported selectively, if reqiuested
