X-Chat does not fully support irc: URI scheme

https://bugs.launchpad.net/ubuntu/+source/xchat/+bug/96142 reports:
The IETF draft (http://tools.ietf.org/html/draft-butcher-irc-url-04) which defines the irc: URI scheme includes provision for giving a link to a particular user, which when accessed and passed to the client will open a query window to the user in question. However, X-Chat interprets the URL string irc://irc.foo.org/bar,isnick as attempting to join two channels on the server irc.foo.org -namely #bar and "isnick", the latter returning ERR_NOSUCHCHANNEL.
This is even true for xchat 2.8.4.
