Users should be able to be groups defined by their
roles. Actions have permissions that need to be
extended to function level. Then be able to collect
into groups of roles.
phplib currently has prelim support for this. there are at
least two implementations sitting in CVS now. Bug
those slacker phplib folks to get it in gear! :)
