A patch to the Tcl head of Sun May 12, 2002

This patch adds -echo and -canonical flags to fconfigure.
They both accept a boolean argument. I have added to the
documentation and to tclUnixChan.c I don't know how to
test these with the test suite, so I didn't add a test.
