I'd like to have a file in which I can place a list of
users allowed to use NOCC (so that I can limit who's
allowed).

In the same or a different file, I'd like to have a
mapping of login name to From: address, so that I can
effectively pre-load the preferences or preempt them.
We manage a large number of virtual domains. Each user
tends to belong to one of those virtual domains, and
we could easily configure that ahead of time. This
would save our users from having to go into the
preferences and properly set their From: address.

About second point, you may create preference files at the
same time than user creation.
